Panel 1:

They arrive at the top of the bluffs, overlooking Constellation Cove.

ALEX:?
(over Philip's shoulder)?
Now you bring us back to the beach?

Panel 2:

The mayor has stapled/nailed/taped a sign up onto the Welcome to Constellation Cove beach sign that says beach closed.
 
MAYOR:
(Pointing to the sign as he chains off the stairs) 
There, I’ve closed the beach as of this moment. ?I’ll decide if it’s safe. But until then, the beach is off-limits.

Panel 3:

The mayor marches off down the stairs he just chained off.

Panel 4:

The gang stands in place for a beat, watching the Mayor walk away.

Panel 5:

PHILIP: ?
(turning around excitedly to address the group)
Right then! Anybody for a night swim?

ALEX:
We’ve never been the best at following rules.?

WALTER:
Not since I met you.

Panel 6:

TENDERIZER:
I do not swim. I would like to join you, but it is something I can never do.?

PHILIP:
I wasn’t being literal.

Yeah... It's a subtle Jaws reference.

And the Tenderizer's line is also a play on one of the Terminator's lines.

Walter's comment here is a good reminder about how he has changed over time since meeting Alex. With the exception of his snap decision that started him on his current path, it's been Alex's influence that's had the biggest effect on his life.
